That would be a place for you to start :). You might also get lucky and find a used Wavecom modem on BuySell like I did - I think RM182 for a WM02A is a steal! It's not free though...There's a 30-day trial. I think the license costs US$150 for 10 seats (minimum order). Visualtron (http://www.visualtron.com) also has some programs that might interest you. They also have a free version of one of their programs, VisualGSM Lite (it's not a library though...). If you use Linux there are a few programs you can use, like SMSLink (http://smslink.sourceforge.net).
