well, first...make sure your DV model got at least mini USB port or Firewall port...
if got such port, check and see your DV got supplied cable or not. if not, you need to buy such cable at your local DV shop or Low Yat plaza.

Next part, i suggest to use Pinnacle Systems..
That's a good product which include capture card and video software authoring...which is better than window movies maker 2

Price at low yat, range form 199 to 899 depend on the hardware and software supplied.

1. yes, you may install the software. i think the software help guide will help you how to convert your DV file into your pC
2. yes, there is a min. requirement for pc system. Refer to your software requirement. I believe that for video authoring may require a lot of RAM and Processor power. Any good Pentium 4 or AMD ( Best work for 1.8 Ghz) can do the job. I afraid your RAM is not enough to run the software. Better upgrade your RAM first to 256MB. Plus, your HDD space must have at least (i guess) 1GB for the movies alone. Mpeg 2 movies require a lot of HDD space.
3. yes, after converting the file. you can use any CD-Burning software such as Nero, or Easy CD creator
